So , to be a verified user you can do it anytime but to be a 'verified partner's apply only after your channel reaches ten thousand public views. Being a verified YouTube account t holder certifies that you are not a robot or a cyborg, but being a verified partner opens you to myriads of extra features. Be noted, getting a badge does not make any difference in the search preference. Here is how to get the badge:
